Where Al-Qadir emphasizes capability, Al-Muqtadir emphasizes the actual exercise of that capability: the full, active, unstoppable execution of divine power in the world. The Quran uses this name in contexts of cosmic consequence — the creation of the heavens and earth, the reckoning of nations — pointing to a power that operates at every scale simultaneously, from the governance of galaxies to the number of leaves that fall from a tree. Al-Muqtadir governs not from a distant throne but from within the very fabric of reality, and what He has decreed will come to pass exactly as He has decreed it.
